Replacing windows in a private flat

What private flat owners need to know about responsibility, rules and building management before replacing windows.

Who is responsible

Windows inside your flat are generally the owner's responsibility to maintain, repair and replace. Windows on common parts are usually handled by the owners' corporation or management company under the deed of mutual covenant (DMC).

The rules

Replacing a window is usually a Buildings Department "minor works" item, carried out and submitted by a suitably registered contractor.

Buildings aged ten years or more (except domestic buildings of three storeys or fewer) fall under the Mandatory Window Inspection Scheme; owners served a notice must appoint a qualified person.

Before work starts

  1. Tell the management office and check working hours, delivery routes, lift protection and any works deposit.

  2. Check the DMC or house rules: some buildings require a uniform window colour and style on the façade.

  3. Get written quotations from at least two or three member firms.
