Replacing windows in a tong lau

Windows in older walk-up buildings are prone to rust and loosening. Here is what to check before replacing them.

Common problems

Tong lau are generally old, and some still have steel or early aluminium windows. Hinges, rivets and frames are prone to rust and loosening, so safety needs extra attention.

Inspection and rules

Tong lau of more than three storeys and aged ten years or more fall under the Mandatory Window Inspection Scheme. After a notice, appoint a qualified person to inspect; any repairs are carried out by a registered contractor under their supervision.

Changing old steel windows to aluminium is a window replacement and is covered by the minor works system in the same way.

Practical arrangements

  1. Many tong lau have no management company, so let neighbours know and agree working hours.

  2. Staircases are narrow; large frames may need to be split or hoisted, so ask about this when getting quotes.

  3. If several flats in the building replace windows together, coordination and inspection are simpler.
